Strategic Enrollment Management (SEM) Initiative


The Foundation for California Community Colleges (FCCC) launched an initiative to help 15 community colleges improve how they engage, enroll, and support adult learners of color. After developing their plans in Phase 1, these colleges are now putting them into action in Phase 2, with the goal of updating national guidelines for student enrollment and success.

Currently, California Competes partners with FCCC to track the colleges’ progress, understand the challenges they face, and identify what works best. Our main goals are to:

  • Assess how the colleges are doing with their plans.
  • Give helpful feedback to support implementation.
  • Refine SEM strategies to meet the needs of today’s diverse students.

We’ll share our findings and research from this work in 2025. Stay tuned!
