California Competes’s Policy Analysis of the Higher Education Student Housing Grant Program

Recognizing that access to affordable housing can help mitigate college costs, we analyzed the 35 approved project applications in the state’s unprecedented Higher Education Student Housing Grant Program. Upon occupancy, these projects stand to provide affordable housing to over 11,200 low-income students annually, including 195 student parents and their families.

We examined the extent to whether these projects aligned with the needs of current and prospective students. Based on this evaluation, we recommend California establish a robust plan to drive efficient implementation and continually assess housing investments to ensure alignment with housing needs.
